Educational Provision for 14-16-year-olds in Further Education in England

We are proud to have worked with AoC to launch their most recent project report: The educational provision for 14 to 16-year-olds in Further Education in England.

RCU is a long-term data partner of AoC and undertook quantitative data analysis of the National Pupil Database (NPD) and Individual Learner Record (ILR) element of this important project. This research tackled the evidence gap surrounding 14 to 16-year-olds in colleges.

Key Findings:

  1. Progression rates have been positive, with over 75% of learners transitioning to post-16 education from 2016/17 to 2020/21. Most students progressed onto Level 2 post-16 education, and 20% of learners transitioned to Level 3.
  2. Our research using ILR and NPD data revealed that many learners from the 14 to 16-year-old college learner cohort were disengaged from mainstream education due to unmet needs, behavioral issues, and mental health challenges.
  3. The smaller class sizes and relaxed college environment enable learners to feel more comfortable, however, while these provisions are widely recognized by students, staff, and local authorities, there are several barriers in delivery and expansion.
